AIR BOARD

The Air Board Committee is made up of six members who advise the council on the Bardstown-
Nelson County Airport, Samuels Field. The Air Board applies for state and federal grants for
capital improvements, and assigns and monitors management contracts to a Fixed Base
Operator to operate and manage air and ground traffic on the airport. It also leases rental
spaces for based aircraft, and maintains compliance with the FAA and DOT State Aviation
regulations. There are no formal educational or occupational requirements for serving on the
Air Board, but members should be dedicated to the maintenance and promotion of Samuels
Field Airport.

ASSESSMENT APPEAL BOARD

The Assessment Appeal Board is made up of three members and advises the PVA
Administrator on issues dealing with property valuation for homes within Bardstown. The board
reviews the assessment of the PVA and PVA staff, hears property appeals brought to it and
makes a decision on the estimated fair cash value of each property. When requested, board
members physically inspect the property involved in the appeal. Members of the Assessment
Appeal Board should be reputable property owners residing in the county at least five years,
and should have extensive knowledge of real estate values through experience with real estate
appraisals, real estate sales, management, financing, or construction. The Bardstown appointee
must also be a Kentucky-licensed realtor.

BARDSTOWN-NELSON COUNTY HUMAN RIGHTS COMMISSION

The Bardstown-Nelson County Human Rights Commission is made up of 10 members
appointed by the city and the county to advise the council on issues regarding the fair treatment
of all people, regardless of race, color, religion, national origin, sex, or age. The commission
promotes mutual understanding and respect among all economic social, racial, religious, sex,
age, and ethnic groups. Members of this commission must have a passion for promoting human
rights and fairness within the City of Bardstown.

BARDSTOWN INDUSTRIAL DEVELOPMENT CORPORATION

The Bardstown Industrial Development Corporation (BIDC) is made up of nine members
representing the Chamber of Commerce, the City of Bardstown and the City Council, Nelson
County and the Fiscal Court, Town&Country Bank, Wilson&Muir Bank, and up to two Nelson
County manufacturing companies. The BIDC’s mission is to: promote desirable industrial
investment within Nelson County, provide appropriate services to the county’s existing
manufacturers to aid their operations and promote their expansion, take the steps necessary to
insure that the industrial resources and business climate in the county are conducive to
industrial investment, and to support the economic development activities of other organizations and
agencies in the county when appropriate.

The Board of Adjustments is made up of five members and makes decisions on zoning changes
within the city limits. The board also hears and decides on applications for conditional use
permits and variances, and hears appeals of actions taken by the Zoning Administrator.
Bardstown appointees must own property or reside within the city limits.

CABLE TV PROGRAMMING COMMITTEE

The Cable TV Programming Committee is made up of three members, and advises the council
on issues regarding programming decisions for Bardstown Cable TV. The committee is in
charge of selecting programming to be shown on the City-owned Cable TV system. Members
should be subscribers of Bardstown Cable TV and should have an interest in promoting high-quality entertainment and educational content on the City’s cable network.

Cemetery Committee

The Cemetery Committee is made up of two councilmembers, the Director of Public Works and Engineering, the Public Works Superintendent, the Groundskeeper, the Sexton, and a citizen-member.

DEVELOPMENT REVIEW BOARD

The Development Review Board is made up of five members appointed by the City and the
County and advises the council on issues of compliance with the commercial establishments
design standards ordinance. The committee ensures that commercial development is
compatible with the surrounding area and contributes to the unique community character of
Bardstown-Nelson County.

Electric and Cable TV Committee of the city council

The Electric and Cable TV Committee of the City Council is made up of three members of the City Council, the city electrical engineer, and the electric superintendent.

The Joint Ethics Board is made up of five members appointed by the City and the County and
meets on an as-needed basis to advise the council on issues regarding professional ethics of
City employees, officers, candidates, and elected officials. The Joint Ethics Board receives and
investigates complaints, holds hearings, and makes determinations with regard to alleged
violations of the Code of Ethics. No member can be an elected or appointed official or city
employee, and members of this board must have been a resident of Nelson County for at least
one year prior to appointment. In addition, there can be no more than three members from any
one political party on the board. The members of the Board of Ethics are chosen for their
consistent reputation for integrity and their knowledge of local government affairs.

The Bardstown Historical Development Corporation is made up of 10 members appointed by
the mayor, the judge executive, the Stephen Foster Board, the Chamber of Commerce, the
Historical Commission, the Tourism Board, and St. Joseph Basilica. The corporation advises
the council on issues regarding the use and upkeep of Spalding Hall and the surrounding
grounds for festivals and special events, as well as regular operations.

The Bardstown Historical Review Board is made up of five members, and advises the council on
issues regarding preservation of the historic qualities of buildings and landscaping within
Bardstown’s historic district. They receive applications for exterior renovations and recommend
methods to maintain the historical integrity of the project. Members of the Historical Review
Board must live or own property within the city limits and have a demonstrated interest in
historical preservation.

The Housing Authority of Bardstown is made up of four members, and advises the mayor on
issues regarding the management of Bardstown’s government-funded housing projects . The
Housing Authority exists to provide decent, safe, and sanitary living accommodations for low-
income families and individuals. Members of the Housing Authority of Bardstown must have
lived inside the city limits for at least one year prior to appointment, and must be at least 25
years old. No three members can be affiliated with the same political party.

JOINT CITY-COUNTY PLANNING COMMISSION OF NELSON COUNTY

The Joint City-County Planning Commission of Nelson County is made up of 11 members
representing Bardstown, Bloomfield, Fairfield, New Haven and Nelson County. The commission
advises the council on issues regarding cooperation between the cities and the county on
planned use and development of land, buildings, thoroughfares, and public utilities.They also
administer zoning and subdivision regulations and conduct other functions relating to urban
renewal, public housing, and community development. Commissioners must be residents of
Nelson County and may not be elected or appointed officials or employees of a participating
local government. Bardstown appointees must be owners of property or reside within the city
limits.

The Bardstown-Nelson County Tourist and Convention Commission is made up of seven
members representing the mayor, the county judge, the Chamber of Commerce,
the Restaurant Association, and the Motel Association. This commission advises the council on
the promotion of tourist and convention activities for the Nelson County service area. The
commission's objectives are to bring in new tourism businesses, encourage high-quality service
in existing tourism businesses, extend a hand of welcome to all visitors, and to create and
project a positive image for the tourist and convention industry with the local community.

The City of Bardstown Tree Board is made up of four members, and meets quarterly to discuss the
planting of new trees and the upkeep of existing trees within Bardstown. They advise the council
on issues regarding trees planted in the City right-of-ways and on City property. Members of this
board typically have experience with landscaping or forestry, or have an interest in the
beautification of Bardstown through landscaping or the promotion of plants native to the area.

WICKLAND BOARD

The Wickland Board is made up of three members and meets to discuss issues relating to the
maintenance and use of Wickland, including community events and festivals held on the
grounds of Wickland, educational opportunities for children and adults, and the Spirits of
Wickland tours. Members of this board must have an interest in the preservation of Wickland,
and the promotion of its use for educational and recreational activities.
