Administration Department



The Administration Department houses a number of offices, including that of the mayor, city clerk/cemetery sextonpreservation coordinator/ sign administratorHR director/ risk manager, groundskeeper / facilities manager, code enforcement, and marketing & communications.

The Mayor's Office
The Mayor's Office is responsible for general operations of the city as well as communications between City Hall and the City Council. The mayor represents the interests of the citizens of Bardstown during all legislative and administrative decision making.

City Clerk / Cemetery sexton
The Office of the City Clerk is responsible for maintaining the official records of the City. This office prepares agendas and minutes for City Council meetings and issues information concerning actions taken by the council and the mayor. The city clerk also handles open records requests, liquor licensing and special permits.
The cemetery sexton is responsible for selling graves, updating cemetery records, managing the cemetery financial accounts,  maintaining the cemetery grounds, and aiding residents and families in finding ancestors' graves.

Preservation Coordinator / Sign Administrator
The preservation coordinator is responsible for managing and helping the public with Certificate of Appropriateness applications within the Historic District, for liaising between the Historic Review Board, City Hall, and the City Council, maintaining the City of Bardstown Archives, handling City Sign Permits, writing preservation grants, and public education and outreach regarding historic preservation in Bardstown.

Human resources director / risk manager
The human resources director / risk manager is responsible for advertising, recruiting, and taking applications for city positions, revision and interpretation of personnel and safety policies, benefits managment, and administering the city's drug and alcohol testing program.

Groundskeeper / Facilities Manager
The city groundskeeper is responsible for planting and tending to flowers and trees on city property, trash collection in the downtown business district, and maintenance of city cemeteries. The groundskeeper also helps with the inspection of stormwater pollution prevention and run-off plan implementation.

Phillip Grubbs

Code enforcement
The code enforcement officer is responsible for addressing citizen's complaints regarding violations, helping residents come into compliance with our ordinances, and issuing citations for code violations. The code enforcement officer also attends Code Enforcement Board meetings and liaises between City Hall and the Code Enforcement Board.
